Empact covers all states, including several with additional requirements:

Our work enables clients to qualify for a refund of 50%, 75%, or 100% of the retail sales or use tax from the Washington Department of Labor and Industries (L&I) by capturing, analyzing, and providing verification that all project contractors have the met state requirements around labor and contracting requirements
Illinois
Empact provides comprehensive compliance management for labor and contracting requirements under Illinois Shines' Minimum Equity Standard (MES), including tracking and verification of participation by Equity Eligible Persons (EEP) and Equity Eligible Contractors (EEC). Our solution supports documentation, reporting, and audit readiness to help project developers, contractors, and approved vendors meet program requirements and maximize incentive eligibility
New York
We work directly with contractors and subcontractors to document and verify compliance on weekly basis to ensure quarterly reporting is delivered on time, as required by NYSERDA. This provides our clients with clean audit trails and helps maintain ongoing program eligibility
California
For projects that are subject to state labor requirements due to the size and Net Energy Metering obligations, Empact will manage end-to-end compliance with state labor requirements
